Annual Report Reveals Limited but Tragic Impact, Updates 2023 Figures
The Department of Defense’s 2024 Annual Report on Civilian Casualties, released July 15, 2025, disclosed two U.S. military operations that resulted in civilian deaths: an airstrike in Iraq on February 2 killed one adult man, and a February 22 operation in Syria killed one child and injured two others.
Mandated by Congress under Section 1057 of the FY18 National Defense Appropriations Act, the report details casualties by date, location, and operation type, alongside mitigation processes and ex gratia payment considerations.
It also revised 2023 figures, adding two deaths and one injury based on new assessments.
These findings underscore the persistent challenge of minimizing civilian harm in conflict zones, raising questions about U.S. military accountability and transparency.
Public and congressional scrutiny of these incidents will likely intensify, as stakeholders demand stronger safeguards to protect non-combatants.
