Vicious assault case reignites debate over terminated deportations and border security failures.
Jose Armando Carcamo-Perdomo, a 22-year-old illegal alien from Honduras, faces charges of kidnapping and sexually assaulting a Chinese woman in Harris County, Texas, after his deportation proceedings were terminated under the Biden administration.
Captured on a Ring doorbell camera dragging the screaming victim back to captivity, Carcamo allegedly held her for five days without food or water, beating and raping her.
ICE issued a detainer on July 15, 2025, following his arrest, invoking the Laken Riley Act to prevent his release. Carcamo illegally entered the U.S. on November 24, 2020, near Hidalgo, Texas.
In September 2023, an immigration judge, at Biden’s ICE request, dismissed his case, allowing him to remain.
Assistant DHS Secretary Tricia McLaughlin called him one of “countless” criminals freed under prior policies, underscoring the Trump administration’s push to deport such offenders.
