Senator’s Husband Exempted from Security Despite Terrorist Links, DHS Exposes TSA Corruption

The Department of Homeland Security (DHS) revealed explosive evidence of corruption within the TSA’s watchlisting program under the Biden administration. Documents show that William “Billy” Shaheen, husband of New Hampshire Senator Jeanne Shaheen, received a blanket exemption from the Silent Partners Quiet Skies list despite traveling with a known or suspected terrorist three times in 2023.
The DHS investigation details how Senator Shaheen lobbied then-TSA Administrator Pekoske, leading to Billy Shaheen’s addition to the Secure Flight Exclusion List on October 20, 2023. This move shielded him from enhanced screenings, including Quiet Skies designations, for 18 months until current TSA leadership revoked the exemption. Meanwhile, figures like Tulsi Gabbard and other Americans were placed on the Quiet Skies list—a suspected terrorist watchlist—with little transparency or oversight, raising concerns of political targeting.
Secretary Kristi Noem condemned the program, stating, “It was used as a political rolodex of the Biden Administration, weaponized against its political foes and to benefit their well-heeled friends.” The exclusion list also included foreign royals, political elites, athletes, and journalists, further highlighting the program’s misuse.
The timeline shows Billy Shaheen was flagged as a co-traveler with a known or suspected terrorist on flights from Boston to Washington, D.C., in July and October 2023. Despite these red flags, TSA officials, under Pekoske’s direction, prioritized political favoritism over national security, according to DHS.
The Trump administration has pledged to restore integrity and equal application of aviation security laws, addressing a program criticized for its lack of measurable security impact on American travelers.
