Detective Hy Alleges Buffalo Public Schools Mislabel Incidents to Hide Abuse

Buffalo Police Detective Richard Hy has accused Buffalo Public Schools (BPS) of deliberately mislabeling incidents to conceal abuse and violence.
On the Unsubscribed podcast, Hy claimed BPS often categorizes serious incidents, like assaults between students, as “information only” or “juvenile trouble” to avoid investigations.
He alleges schools mislabel off-campus incidents to dodge stigma, closing cases without proper scrutiny. Data shows 17,770 incidents at BPS from September 2021 to April 2025, with 54% vaguely labeled as “miscellaneous” or “school other.”
High-profile cases, including a THC gummy incident and an attack at Charles R. Drew Magnet School, were similarly downplayed.
Hy argues this practice buries criminal activity, as “information only” reports rarely trigger police searches.
BPS declined to comment, citing ongoing investigations and litigation.
