A licensed home daycare in Cape Cod has been shut down after it was discovered to be concealing Andre Tiago Lucas, a Brazilian illegal immigrant convicted of raping a 13-year-old.

Lucas, who fled Brazil after his 2016 conviction and a sentence of over nine years, was apprehended by U.S. Immigration and Customs Enforcement in October 2024.

He had been living with Franciele Nunes, the daycare operator, raising alarms about child safety.

Sheriff Lew Evangelidis called the situation “terrifying,” noting the failure of the Department of Early Education and Care, which inspected Nunes’ facility five times without detecting Lucas.

The case has sparked outrage over Massachusetts’ sanctuary policies, with critics arguing they enable such incidents.

It remains unclear if Lucas has been deported to face justice in Brazil, but the daycare’s closure has relieved local residents.
