Rwandan Refugee Charged with Concealing Genocide Role in U.S. Fraud Case

A federal grand jury in Ohio has indicted Vincent Nzigiyimfura, a 65-year-old Rwandan immigrant, for allegedly lying on U.S. immigration and naturalization applications to hide his role in the 1994 Rwandan genocide.

Arrested in Dayton, Ohio, on June 11, 2025, Nzigiyimfura faces charges of visa fraud and attempted naturalization fraud, with a potential 30-year prison sentence if convicted.

The indictment claims he orchestrated killings of Tutsis, providing weapons and setting up roadblocks during the genocide that killed 500,000 to 800,000 people.

After fleeing to Malawi, he allegedly misrepresented his past to enter the U.S. in 2009 and later sought citizenship. “The United States is not a safe haven for human rights violators,” said Matthew R. Galeotti of the Justice Department.

The case, investigated by ICE-HSI and prosecuted by the Human Rights and Special Prosecutions Section, underscores efforts to pursue justice for genocide victims.
